When are TTP members Clear to Engage (CTE)?

Openly Hostile Targets To support operational security and maintain control of valuable battlefield resources, all members are authorized to engage any ships or personnel that are positively identified as hostile to The Titan Protectorate organization, its assets, membership or operational objectives.
Example: TTP is gathering the batteries needed to fire the Hathor laser. Any combat ship that enters the airspace is considered hostile to those objectives and is CTE.
While still airborne, any cargo ship should be given a warning shot to encourage it to leave the area in an attempt to live up to the core TTP ideals of Lawful Sovereignty. However, any cargo ship that ignores our warnings and lands in the area becomes Clear to Engage given that they are likely to become hostile to TTP’s ground troops.

Threats that Violate The Titan Protectorate’s Area of Operation When conducting an operation or participating in a pickup group activity, The Titan Protectorate membership is Clear to Engage any target that presents a clear threat to those objectives, TTP assets or its personnel.
Example: TTP has entered Site B of an Onyx Facility with the intent to gather Yormandi eyes. Upon arrival, TTP encounters other players heading towards the lobby to the facility. TTP membership is Clear to Engage those players, though they can also attempt a non-hostile engagement at their discretion.
Example: TTP has entered Site B of an Onyx Facility with the intent to gather Yormandi eyes. Upon arrival, TTP encounters other players also heading towards the Yormandi boss encounter. TTP membership is Clear to Engage those players. A hostile interaction is more likely given that both groups have the same loot objectives.
Example: TTP intends to mine Hathor and encounters another org that has fired the laser and is actively mining the objective. TTP membership is Clear to Engage the group in an attempt to fulfill its operational objectives. However, given the nature of Hathor minables, where more nodes are continuously generated as other nodes are cleared, it is at the discretion of the TTP operation leader to create a truce with the other org and instead work in cooperation, sharing the site’s resources.

Lawless Systems and Gameplay Areas The Titan Protectorate is free to engage combat players in Pyro and other Lawless areas at any time. TTP are free to gather the loot and spoils from those combat encounters. Cargo ships inside known combat areas that attempt to gather loot, like the Red Card Admin asteroid bases or the Executive Hangars, can be engaged at the group leader’s discretion.

Hostiles that target Allies The Titan Protectorate stands by its allies and will come to their defense when attacked.

Organizations or Groups at War with The Titan Protectorate Eventually, conflicts will happen in which an organization will choose to attack The Titan Protectorate or TTP will go to war against an org. A formal vote by the Titan Council is required to designate an org or group with the “at war” status. The results of this vote will be made known to all TTP members and the org’s status will be announced to all members.
When are TTP members NOT Clear to Engage?

Non-hostile Targets The Titan Protectorate should not target miners, cargo haulers, players in starter ships or other vehicles that have not taken any hostile actions against the TTP or its operations.
Example: TTP is running an operation at Sunset Mesa in Pyro. An Argo MOLE scans and begins mining a high quality rock in the area. The MOLE does not try to land and no vehicles or players leave the ship. TTP can encourage the MOLE to leave the area, but should not engage in hostilities.

Non-threatening Targets The Titan Protectorate should attempt to warn miners, cargo haulers, players in starter ships or other vehicles that do not pose a threat to TTP operations when they enter a TTP-controlled area of operation, and only fire upon them if they refuse to leave or become a threat to TTP assets. These warnings should be attempted even in known-combat areas. It is at the operation leader’s discretion to perform these warnings in a lawless system or area.

Fellow TTP Members Do not engage (DNE) other members of The Titan Protectorate unless engaged in a Red vs Blue exercise.

Allies of The Titan Protectorate Do not engage allied organizations or affiliates covered by agreements and treaties of The Titan Protectorate. As these agreements and allies are made, they will be posted and known to all members. Eventually, CIG will implement game systems that allow us to specify Allies. Any groups or players marked in-game as an ally should not be engaged.
When does a Non-hostile Target Become Hostile?

Landing is a Hostile Action When TTP Ground Troops are Present A ship landing at a site where TTP is operating a ground element is considered hostile. The act of landing is the inflection point, as any players that exit the landed ship, even if it is a cargo or mining ship, are now a threat to TTP ground troops.

Vehicle(s) or Player(s) Being Dropped Off onto the Ground is Hostile A ground vehicle or player that exits a vehicle and makes its way to the ground becomes a hostile element and is Clear to Engage by TTP forces.
Authorized Engagement Criteria:
- A hostile target (as identified red by the game) is clear to engage at your discretion. We trust players’ judgement to determine if a ship’s hostile status is due to an accident or is malicious intent.
- Self-defense. If you are shot at first, you may engage. If you are radar or missile locked by a hostile (identified red target in-game), you are clear to engage. You do not need to wait for the hostile ship to fire first.
- Defense of allies. If a player is hostile to other TTP members, you are CTE
- The target presents an immediate threat to you or other TTP members (i.e. a hauler ship landing at a Hathor site may not be a threat to air forces, but may be a threat to friendly FPS forces on the ground)
- Defense of other non-combatants. If a player attempts to harm non-combatant ships, like cargo haulers, you are clear to defend the industry ship(s).
- The target is in a PVP-expected zone like Hathor, a Contested Zone, anywhere in Pyro, QV Stations in Nyx, etc.
- The target is actively engaged in efforts to obtain loot from facilities or areas where PVP is expected (i.e. an ASD facility, Exec Hangar or Contested Zone)
